LSV Executive Director Sam Abel-Palmer Announces Retirement

After 10 years at the helm of Legal Services Vermont, Sam Abel-Palmer will retire as Executive Director in 2026. He will serve until a new Executive Director comes on board and transitions into the role. A search is currently underway.

Sam led LSV during a time of changes and challenges. LSV changed its name from Legal Services Lawline of Vermont to Legal Services Vermont to reflect the organization's broadening role. During Sam’s tenure, LSV attorneys took on more in-court client representation, and increased the scope of services in housing, consumer, benefits, and family law cases. LSV also managed large spikes in demand for legal assistance during the COVID pandemic, floods, and Vermont’s ongoing housing crisis. LSV increased participation by volunteer lawyers in our Pro Bono Program and created new online legal help tools for Vermonters.

“The last ten years have been a deeply gratifying way to cap off my work in legal services,” Sam notes. “LSV has a staff of remarkable advocates who are deeply committed to improving the lives of low-income Vermonters. I know my successor will continue to build on our achievements.”

Sam has been a key participant in the Vermont Access to Justice Coalition. He is a member of the Vermont Board of Bar Examiners, the Journal Committee of Management Information Exchange, and serves as Secretary of the Chittenden County Bar Association. Sam was part of the team that recently revised the American Bar Association’s “Standards for the Provision of Civil Legal Aid,” and he served on the Legal Services Corporation’s Rural Justice Task Force. He also serves on the Civil Council of the National Legal Aid & Defender Association (NLADA). Sam presents regularly at national legal aid conferences, and he is an active participant in national discussions about legal services issues.

Sam has served low-income and vulnerable Vermonters for more than 25 years. Before becoming LSV's Executive Director in 2016, he was Director of Intake for Vermont Legal Aid, a staff attorney in Vermont Legal Aid’s Disability Law Project, and a civil rights investigator with the Vermont Human Rights Commission. In a previous lifetime, Sam taught theater history and dramatic literature at DePauw University, Dartmouth College, and the University of Vermont.
